No world government is proposed here, nor a boss who rules over countries. It is an open framework: each citizenry studies it, adapts it and adopts it with its own rules — or does not adopt it.
Colombia is the base country: Ágora is born here and is tested here first. No one is going to certify from outside who is democratic and who is not.

Ágora exists to eliminate the political-administrative bureaucratic apparatus —that layer that decides for you today— and replace it with the people's administration: people administering public power. The institutions that actually deliver services (health, justice, education, taxes) are not closed: they are overhauled so they finally serve. SemillaS decide, Matrix connects, and the AIs explain, compare, contradict and simulate. Every decision leaves its accountable person, date, money and evidence.
Here we set free the Democracy that was already kidnapped before it was born, and hand it over to its true owners.

Straight up, because this is not a lukewarm project: Ágora is going to eliminate the political-administrative bureaucratic apparatus and replace it with the people's administration: the money and the public decisions are handled by the people. Not improve it. Not ask its permission. Make it stop existing. What stays are the institutions that actually deliver services —health, justice, education, taxes—, and they stay so they can be fixed.

Colombia is the starting point and the first example. Ágora offers citizenships an open world framework; democratic countries can adopt it institutionally, and people from any country can study it, adapt it and propose. No center decides for a country nor certifies who is democratic.

Colombia today
You vote once and hand over full power until the next time. The citizenry elects the Presidency, Congress and territorial governments, and the country runs with 32 departments, Bogotá D.C. and 1,104 municipalities on top.
Measured political cost: at least $321,076 million a month. It corresponds to the quantified perimeter of Congress, DAPRE and CNE.

The bureaucratic apparatus is eliminated and replaced by the people's administration: people administer public power directly. The institutions that deliver services are not closed; they are overhauled so they serve.
No blank cheques: SemillaS rule through mandates with a deadline, counted money and revocation. Country, four Regions and Localities form the territorial framework; Architecture defines the institutional alternatives and Ágora implements the digital mechanisms.

Mechanisms
The mechanisms turn a need into a public result without losing the accountable person, the deadline, the money or the evidence.
Example
Hospital: request → file → human study and preliminary alternatives → assisted deliberation and possible return → feasibility closed by different human specialists → SemillaS decision → mandate → reserve → contracting → works → independent verification → payment by milestones → opening and external evaluation.
The AIs explain and contradict; they do not design on their own, do not filter the options, and do not decide. Rights, emergencies and technical or regulated acts follow their competent authority and their recourse: Ágora does not propose voting on everything.
Oversight from inside and outside
SemillaS watches from outside; OVI offices observe from within. Each Internal Oversight Office (OVI) preserves evidence and routes alerts without directing, investigating, accusing, judging, sanctioning or certifying its own entity. The monitored entity cannot select, remove or audit its OVI, nor discretionarily reduce its budget. Recent ties are excluded, terms and rotation are fixed, and there is no single national OVI command. Internal Control keeps its administrative processes; the final evaluation is always carried out by a different actor.

AgoraVerse
AgoraVerse is Ágora's social ecosystem: an integrated experience on Matrix to converse, create communities, publish, make calls, share content and connect with the fediverse.
To bring the ease of a centralized platform without handing the community over to a company, so that a person arrives at Ágora and does not feel their digital social life is missing.
Ágora Cívica is the main pillar and the central reason of AgoraVerse: it turns conversation into requests, deliberation, decision, monitoring and correction. AgoraVerse is a proposal under construction that MT Systems and MT Experience integrate in stages; it is not yet operational.
